It is the responsibility of council members to meet monthly (and additionally for special meetings) to conduct the business of the borough. The council meets on the 2nd Monday of every month at 7 p.m. in the H. Spencer Carr Municipal Building at 201 1/2 East Poland Ave.  The public is welcome to attend, and anyone wishing to speak to the council will be given an opportunity to do so during the visitor's comments section of the meeting.   Additional special meetings are publicized in the New Castle News.

The seven members of borough council are elected for four-year terms, or are appointed to complete a four-year term in the case of a vacancy. To be elected to council, one must have been a resident of the borough for one year. The council is governed according to Pennsylvania Borough Code, a part of the Constitution of the State of Pennsylvania, which is accessible here.
